EXTERNAL EVALUATION OF STRATEGIC PLAN

The Center for Alliance of Labor and Human Rights (CENTRAL) is a Cambodian non-governmental organisation. CENTRAL was established registered as a non-governmental not-for-profit organisation in March 2015, following a strategic decision by the Community Legal Education Center to form a separate organisation solely focused on promoting the rights of working people in Cambodia.

Location: Cambodia and receiving countries of Cambodian oversea workers
Duration: 3 years (2016 – 2018)
Mission: CENTRAL empowers Cambodian working people to demand transparent and accountable governance for labour and human rights through legal aid and appropriate means.

The proposal which clearly highlights their qualifications, a tentative work plan and a detailed financial budget breakdown of the consultancy fee in English shall be delivered to CENTRAL by email or as a hard copy no later than 17:00 on June 25th, 2018. (The fees will withhold by 15%) The evaluation will start from July 9, 2018 and must be completed no later than August 8, 2018.

Successful proposals must contain:
● CVs of all proposed evaluators, clearly highlighting their qualifications;
● Explanation and justification of the proposed evaluation methodology;
● Tentative work plan;
● Financial proposal with a breakdown of costs such as consultation fee and ancillary costs such as transport, accommodation and other fees.
